Joint Site Inspection Program


The Joint Site Inspection program provides guidelines for the effective implementation and performance of site inspections by Black Sea Terminal (BST) personnel and is an internal component of BST’s Safe Operation System and covers all operations and site operated by the terminal.

 

Personnel involved in the Joint Site Inspection participate in the site inspection processes to ensure compliance with all applicable health, safety and environmental protection norms, standards and procedures within BST facilities. They are also responsible for providing departments with the site inspection reports, along with the recommended actions and/or corrections.

 

The inspections cover process sites, construction sites, buildings, temporary structures, workshops, tools, equipment, machinery and mechanisms, and work methods and practices. Each inspection begins by reviewing the status of the actions of the previous inspection. The inspection group includes personnel from various disciplines experiences pertaining to the company’s main processes, HSE standards and procedures.

 

During inspection, the group members focus on general risk assessment and hazard identification; personal protective equipment; permit to work, security, safe access and evacuation routes; signs and alarms; driving safety, water quality, waste management practices and control measures, housekeeping, oil spills, sanitary, food safety, electrical safety, fire precautions, process safety, slips, trips and falls. There 3 types of raised actions: high (major-requires immediate actions), medium (serious-requires short-term action) and low (minor-requires long-term action).

 

As a rule, daily safety inspections of the Terminal facilities are conducted by qualified personnel. However, the additional purpose of this program is to involve office personnel and other employees in the process of timely observation and prevention of potential hazards and violations.

 

This program was initiated in 2013 and continues to be run successfully today.
